Assam Linguistic Minorities Development Board (ALMDB), Govt. of Assam has launched the E-Rickshaw Distribution Scheme 2025 to support unemployed youth from linguistic minority communities. The scheme provides free E-Rickshaws to eligible beneficiaries to promote self-employment and livelihood opportunities across the state.
Online registration will be open from 1 December 2025 to 30 December 2025 at the official website linguisticminority.in.
Key Highlights of the Assam E-Rickshaw Scheme 2025
- Age Limit: Applicant must be 25 to 50 years old as on 01-01-2025.
- 100% Free of Cost: Selected beneficiaries will get an E-Rickshaw completely free of cost.

- Choice of Vehicle: Applicants can choose E-Rickshaw during registration.

- Selection Method: Beneficiaries will be selected via district-wise draw (lottery) based on the population of linguistic minorities.

Eligibility Criteria for Applicants
To apply successfully, an applicant must meet all the following conditions:
Residential Criteria
- Must be a permanent resident of Assam.
- Must be currently residing in Assam.
Community Criteria
- Applicant must belong only to Linguistic Minority Communities.
- Not eligible: Religious minorities such as Muslim, Buddhist, Christian, Sikh, Jain, Parsi.
Usage Conditions
- Applicant must ensure they can drive the E-Rickshaw/Moped.
- Vehicle cannot be rented, leased or given to someone else.
- If the vehicle is sold within 3 years, legal action will be taken.
Income Criteria
- Composite household income must be below ₹3 lakh per annum.
- No income certificate required during online application.
- If selected, the beneficiary must produce:
- BPL Card or
- Income Certificate issued by Circle Officer / Mouzadar.
Selection Process
- ALMDB will scrutinize all applications received online.
- Selection will be district-wise depending on linguistic minority population.
- The final beneficiary list will be chosen through a DRAW (lottery) by competent authorities.
Purpose of Vehicle:
- E-Rickshaw: For unemployed applicants to use as a commercial earning source.
Categories Not Eligible for the Scheme
The following groups and their family members are automatically excluded:
- Elected members of Panchayat Raj Institutions and Urban Local Bodies.
- All regular serving/retired employees of Central or State Government.
- Employees of Ministries, Departments, Field Units, Central/State PSEs, Autonomous Institutions, and regular employees of Local Bodies.
- Regular employees of Cooperative Societies registered under Assam Co-Operative Societies Act 2007, funded wholly/partly by Govt.
- Professionals such as Doctors, Engineers, Lawyers, Chartered Accountants, Architects, Registered Govt. Contractors.
- Income Tax payers.
- Farmer families owning more than 15 bighas of agricultural land.
- Households owning:
- A tractor
- A four-wheeler
- A mechanized boat
Mandatory Self-Declaration
Applicants must upload a self-declaration confirming they do not belong to any of the excluded categories listed above.
